Background
In an era marked by rapid technological change, shifting demographic patterns, environmental pressures, and increasing global interdependence, the role of human capital in shaping sustainable economic development has become more critical than ever. Nations are confronted with the dual challenge of fostering inclusive growth while ensuring that development pathways remain environmentally sustainable and socially equitable. Within this context, policy innovation emerges as a vital instrument for aligning education, skills development, and labour market transformation with the broader goals of sustainable development.
This special issue, Human Capital, Sustainable Economic Development, and Policy Innovation in a Changing Global Economy, brings together cutting-edge research that explores how investment in human capital-through education, training, and skills development-can drive long-term economic resilience and sustainability. It seeks to deepen understanding of how governments, institutions, and development actors can design and implement forward-looking policies that respond effectively to global economic disruptions while advancing inclusive and sustainable growth.
The volume is dedicated in honour of Professor John Adams, Distinguished Professor of Economics and Research Degree Supervisor at the School of Social Sciences, Heriot-Watt University, Edinburgh, Scotland. Professor Adams has made a profound and lasting contribution to the fields of economic development, manpower planning, and public policy. His academic journey, spanning economics, education, and advanced research in manpower planning, reflects a lifelong commitment to understanding the complex relationship between human capital formation and economic transformation.
Throughout his distinguished career, Professor Adams has combined academic excellence with impactful policy engagement. His leadership roles, including Director of the China–EU Research Centre at Edinburgh Napier University and Economic Policy Adviser to Age Concern–Help the Aged (Scotland), demonstrate his ability to bridge research and practice. His extensive publications, textbooks, and international consultancy work have significantly influenced development thinking and policy implementation across diverse contexts, particularly in Africa, where he has contributed meaningfully to capacity building through postgraduate programmes in investment promotion and economic development.
A long-standing supporter of the World Association for Sustainable Development (WASD), Professor Adams has served as a founding contributor, founding associate editor of WASD journals, and active participant in advancing WASD’s mission. His enduring commitment to sustainable development, scholarly excellence, and mentorship has inspired generations of researchers and practitioners. This special issue stands as a tribute to his intellectual leadership and his unwavering dedication to advancing human capital development as a cornerstone of sustainable global progress.
By bringing together interdisciplinary perspectives, this volume seeks not only to reflect Professor Adams’s scholarly legacy but also to advance the discourse he has helped shape—one that places human capital, policy innovation, and sustainability at the heart of economic development in a rapidly evolving global economy.
